MAOMBI YA MIKOPO 2023/2024

Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HESLB) inapenda kuwajulisha waombaji mikopo watarajiwa kuwa inakamilisha kuandaa mfumo ambao kwa mara ya kwanza kuanzia mwaka huu 2023/2024 waombaji hawatahitajika kuwasilisha nakala ngumu (hard copies) na hivyo kuwapunguzia gharama za uombaji.

Dirisha la kuomba mkopo kwa njia ya mtandao litakuwa wazi kuanzia Julai 15, 2023.

Aidha, kabla ya kuanza kuomba mikopo Julai 15, 2023, HESLB itatangaza ‘Mwongozo wa Utoaji Mkopo na Ruzuku kwa Wanafunzi wa Elimu ya Juu kwa Mwaka wa Masomo 2023/2024’ utakaopatikana katika tovuti www.heslb.go.tz. Waombaji wote wanashauriwa kuusoma na kuuzingatia.

1.0 UTANGULIZI

Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HESLB), itatangaza hivi karibuni ‘Mwongozo wa Utoaji Mkopo na Ruzuku kwa Wanafunzi wa Elimu ya Juu kwa Mwaka wa Masomo 2023/2024’ utakaopatikana katika www.heslb.go.tz kuanzia Ijumaa, Julai 7, 2023.

Waombaji mkopo watarajiwa wanashauriwa kuusoma na kuuelewa mwongozo huo kabla ya kujaza fomu za maombi ya mikopo kupitia http://olas.heslb.go.tz ili kumwezesha mwombaji kujaza fomu kwa usahihi na ukamilifu.

2.0 MAMBO MUHIMU YA KUZINGATIA KWA SASA

Wakati Mwongozo unakamilishwa, mwombaji mkopo aliyemaliza kidato cha sita (Form VI) au stashahada (diploma) anashauriwa kuzingatia mambo yafuatayo:

1. Kusoma kwa makini na kufuata taratibu za maombi zitakazoelezwa kwa kina katika Mwongozo utakaopatikana kuanzia Julai 7, 2023;

2. Kuhakikisha kuwa namba ya mtihani wa kidato cha nne atakayoitumia kuomba mkopo iwe sawa na anayotumia kuomba udahili wa chuo;

3. Waombaji ambao wamefanya mtihani wa kidato cha nne zaidi ya mara moja wahakikishe wanaorodhesha namba zote katika maombi yao kama itakavyoelekezwa na mfumo;

4. Kuhakikisha kwamba vyeti vya kuzaliwa/vifo vimethibitishwa na Wakala wa Usajili, Ufilisi na Udhamini (RITA) au wakala wa Usajili wa Matukio ya Kijamii Zanzibar (ZCSRA) kwa taratibu za taasisi hizi;

5. Kwa waombaji mkopo waliozaliwa nje ya nchi au waombaji ambao wazazi wao wamefariki dunia wakiwa nje ya nchi wanaambatanishe barua ya uthibitisho kutoka RITA;

6. Mwombaji ajaze fomu kwa ukamilifu na kuhakikisha maeneo yote yamesainiwa kabla ya kuziwasilisha HESLB kwa njia ya mtandao;

7. Kila mwombaji ahakikishe ana akaunti ya benki yenye majina yake yaliyotumika katika mtihani wa kidato cha nne. Akaunti hii ndiyo itakayotumika kumlipa mwanafunzi mkopo wake;

8. Mwombaji ahakikishe ana Namba ya Simu ya mkononi iliyosajiliwa na inayopatikana ambayo itatumika kumtaarifu hatua mbalimbali za maombi yake;

9. Waombaji wote wanashauriwa kutunza nakala ya fomu ya maombi ya mkopo waliyowasilisha HESLB kwa kumbukumbu na rejea pale itakapohitajika.

10. Dirisha la kuomba mkopo kwa njia ya mtandao litakuwa wazi kuanzia Julai 7 hadi Septemba 30, 2023.

3.0 SIFA ZA JUMLA

Kwa mwaka 2023/2024, sifa za jumla kwa waombaji mkopo ni zifuatazo:

1. Awe Mtanzania mwenye umri usiozidi miaka 35 wakati wa kuomba mkopo;

2. Awe amedahiliwa katika taasisi ya elimu ya juu yenye ithibati kikiwemo Chuo Kikuu Huria cha Tanzania;

3. Awe ameomba mkopo kupitia mfumo wa maombi ya mkopo (OLAMS);

4. Asiwe na chanzo kingine kinachogharimia masomo yake ya elimu ya juu;

5. Kwa mwombaji aliyewahi kunufaika na mkopo wa HESLB, awe amerejesha angalau asilimia 25 ya fedha ya mkopo aliokuwa amekopeshwa awali;

6. Awe amehitimu elimu ya kidato cha sita (ACSEE) au stashahada (diploma) ndani ya miaka mitano iliyopita, kati ya mwaka 2019 hadi 2023.

4.0 ANGALIZO

Taarifa hii inalenga kutoa maelezo ya jumla ya awali ili kuwawezesha waombaji mkopo kujiandaa. Hivyo, tunapenda kusisitiza waombaji mkopo kuusoma na kuuzingatia Mwongozo utakaotolewa Julai 7, 2023.

The Higher Education Students’ Loans Board -HESLB

READ: IMPORTANT THINGS TO CONSIDER FOR LOAN APPLICANTS FOR 2023/2024

The Higher Education Students’ Loans Board (HESLB) is a Tanzanian government institution that provides loans and scholarships to eligible Tanzanian students pursuing higher education in Tanzania or abroad. The board was established in 2004 under the Higher Education Students’ Loans Act No. 9 of 2004, with the aim of increasing access to higher education for Tanzanian students who may not have the financial means to pay for their studies.

HESLB provides loans and scholarships to students who have been admitted to accredited higher education institutions in Tanzania or abroad. The loans cover tuition fees, accommodation, and other related expenses. The loans are repayable after the completion of studies, with a grace period of one year after graduation.

To be eligible for a loan or scholarship from HESLB, a student must be a Tanzanian citizen, have been admitted to an accredited higher education institution, and meet certain academic requirements. The board also takes into consideration the financial situation of the student’s family when determining eligibility.

HESLB has played a significant role in increasing access to higher education in Tanzania. Since its establishment, the board has provided loans and scholarships to thousands of Tanzanian students, enabling them to pursue their dreams of higher education.

IMPORTANT THINGS TO CONSIDER FOR LOAN APPLICANTS FOR 2023/2024

The Higher Education Student Loans Board (HESLB) wishes to inform applicants for higher education loans for the academic year 2023/2024 that the ‘Guideline for Issuance of Loans for the Academic Year 2023/2024’ with detailed information on the criteria and procedure of Applications will be available at www.heslb.go.tz from the first week of July, 2023.

This information aims to provide clarification to students who took the sixth form national exams in May, 2023 who have been sending emails and coming to our offices to get clarification. In addition, currently, prospective loan applicants are advised to prepare by ensuring the following:

Have a bank account with the same name as on his fourth form certificate;
Have a phone number registered in his name that he will use while in college;
Checking his birth certificate following the instructions of RITA (Tanzania Mainland) or ZCSRA (Zanzibar);
Prepare a copy of his guarantor’s ID; it can be one of NIDA, Voter’s Card, Driver’s License, Travel Pass, or Zanzibari Resident ID;
Preparing small color photos (pass-port size) of the loan applicant and his guarantor; and
Preparing the NIDA number. If the applicant does not currently have one, it will not prevent him from applying for a loan.

In addition, we would like to inform prospective loan applicants that they will have enough time of 90 days to apply for a loan.

Therefore, they are currently advised to prepare the necessary documents to make it easier to apply for a loan once the window opens in July, 2023
